do you mean photo upload by users. by design jomsocial not have notification for that. because it can be spam (potential).

by default when someone send a message to other users. that users will receive email notification about that. the setting for that
jomsocial backend > configuration > privacy
set Default User Email & Notifications, click save, and click reset at bottom of page.

I cant access your administrator page. so I cant make sure about it. every notification email will have at Mail Queue, and you need run the cron job to send all notification emails.

you can get the URL for cron at:
jomsocial backend > monitor > mail queue > execute cron

after that you can see the URL at new window.
