I am having the same issue as #82198. After upgrading, our registration notification emails are not configured properly.

The issue is that the user (registrant) is not getting the email verification link. The admin should still have to activate the account. But we also require the new user to verify their email address. The email verification link is missing from the message sent to the new user.
