I am having the same issue as #82198. After upgrading, our registration notification emails are not configured properly.
1) The initial welcome email is blank

2) There is no email sent to the registrant to confirm their email address
3) No email is sent to a site Admin to confirm the registrant (Probably since step 2 is not working, I imagine).

If we try to confirm a user through the JomSocial Admin, we receive this error:
An error has occurred.
1054 Unknown column 'b.points' in 'field list' SQL=SELECT *, b.points FROM `fjtbx_users` AS a WHERE a.block='1' ORDER BY registerDate DESC

about email content, the override a backend not working properly. I sugget you do edit at:
/language/en-GB/en-GB.com_community.ini:

line 1124: COM_COMMUNITY_EMAIL_REGISTRATION_COMPLETED_REQUIRES_ADMIN_ACTIVATION="Hello %1$s,\n\nThank you for registering at %2$s. \n\nYou should receive a notification email when the administrator has approved your registration. You may then login to %3$s using your username and password.\n\nThank you."
I deleted "COM_COMMUNITY_EMAIL_REGISTRATION_COMPLETED_REQUIRES_ADMIN_ACTIVATION" from backend override. now the email content has been resolved


and about the error at backend for approving member has been fixed also. (this is a valid bug). I made quick fixes for you.

Thank you for getting the messaging back into the email template. However, we had our users confirming/verifying their email addresses before the Admin could approves them. What has happened to that step? How do we get it back?

The issue is that the user (registrant) is not getting the email verification link. The admin should still have to activate the account. But we also require the new user to verify their email address. The email verification link is missing from the message sent to the new user.
