I downloaded this file but it throws an error: missing xml file. I thought I was smart to unzip the file and upload the .ini files to the proper folder on my server. However this only messes up things in the backend (showing text strings like COM_COMMUNITY_CONFIGURATION) and leaves the front end in English.

Just don't try to copy the files into the administrator language directory...
It's a frontend translation, but I prefer to use an all-english backend anyway.
